Fond for Active Citizenship has launched a project

Fond for Active Citizenship has launched a project “De facto stronger”, financed by The European Union Delegation to Montenegro to improve the sustainability of Civil Society Organisations (CSO). It focuses on strengthening the CSOs’ capacity for organisational growth through training, mentorship, publications and sub-granting scheme. By improving the quality and the quantity of social services that CSOs provide, this project is directly supporting the social and economic development of Montenegro.

The specific objective of the project is to support those CSOs in Montenegro whose annual turnover is lower than EUR 10,000 and to assist with involving CSOs in the provision of social services in 2011 and 2012.
The total of thirty CSOs will receive a 3 modular 6-day training courses in organisational development and strategic framework for non-profit organisations, the development of CSOs in the context of the Montenegrin social protection system . There will also be training in the development of project proposals (for smaller CSOs) and fundraising from corporate sector for social services provision (for more advanced CSO members).

Finally, some 13-25 out of the 30 CSOs will receive sub-grants ranging from EUR 4,000-8,000 to introduce, develop and promote the provision of social services within respective CSOs. They will also receive mentorship support during the project implementation.
To avoid the situation when support is given to a limited number of CSOs, a handbook “Manual for Running CSOs” will be produced as well as a TV documentary for a wider audience to be broadcast on two national and several regional TV stations. While the handbook is intended for Montenegrin CSOs, the TV documentary will highlight the benefits that local communities can receive from the CSOs that provide social services.

Any CSO registered in Montenegro were supposed to meet the following criteria in order to participate in the programme:

  • The annual turnover is less than EUR 10,000
  • It has never been a beneficiary of EU grants
  • It has some experience in the provision of social services or its mission statement includes social development of Montenegro
  • It has an idea for a project (not necessarily developed into a project proposal) focused on the provision of social services and/or capacity building of CSOs dealing with these issues.

To ensure a balanced regional representation, three regions of Montenegro – North, Centre and South - will be equally represented and ten CSOs from each region will be selected. At the same time, the maximum number of CSOs from Podgorica participating in the training is limited to seven.

The total budget of the sub-granting scheme is EUR 100,000,00.
